Health, Safety, and Environmental (HSE) Director

Opportunity

  • Muddy Water Dredging seeks a Health, Safety, and Environmental (HSE) Director to join our professional team.  Working with all levels of management and third-party safety vendors.  The HSE Director will develop and implement a first-class safety program and culture that is a cornerstone of all MWD operations. 
 
General Position Summary 
 
  • The HSE Director is a passionate safety leader and senior team member who champions a safe operations mindset in ever MWD team member and business partner.  This individual acts as a recognized safety expert providing vision, direction, initiative development, and technical assistance throughout the organization. 
 

Essential Function/Major Responsibilities

  • Leadership 
    • Demonstrate MWD’s safe operations vision and commitment to behavior-based safety systems and culture.
    • Participate on the MWD Safety Leadership Team (SLT).
    • Build relationships with all MWD colleagues to establish trust and open lines of communication.
    • Maintain a close working relationship with senior leaders, project management, and field personnel in the implementation of base safe operations work practices.
    • Manage all Safety Department team members including office-based support staff and project-based Site Safety and Health Officers.
    • Serve as an ambassador of MWD safety through contact with owners, clients, subcontractors, insurers, and industry partners.
    • Make corporate safety presentations of documentation associated with project professionals.
  • Safe Operations Policy, Best Practices and Training Implementation 
    • Establish and continually improve the MWD US HSE safety systems (policies, programs, procedures).
    •  
    • Verify MWD safety processes meet or exceed US Army Corps of Engineers Safety Manual (EM 385-1-1), OSHA (e.g. OSHA 30, OSHA 500) regulations and requirements and Center for Disease Control guidance.
    •  
    • Identify MWD safety training need and develop, facilitate and coordinate safety training across all locations; assist with coordination and delivery of health and safety components of new hire orientation.
    •  
    • With managers, build project and site-specific safe work plans into all project planning, ensuring that known hazards are identified and mitigated and training needs are meet.
    •  
    • Assist project management in preparing Job Hazard Analyses (JHA) for project activities and implement controls to eliminate hazards in the workplace.
    • With operations managers:
      • Create individual and crew awareness of hazards the are present in and adjacent to our worksites such that all employees use good judgement in decision-making and reduce risk taking.
      • Observe behaviors and conditions in the work environment regularly, coaching employees regarding the value of working safely and closing the communication loop with project management and employees.
      • Engage field safety, coach, and confirm, MWD safe work requirements and Federal/State standards are being met.
    • Work closely with client safety representatives.
    • Support incident and emergency response including coordination with first responders and accompanying injured personnel to medical facilities.
    • Prepare and implement construction site specific safety manuals and best practices.
    • Provide safety support for construction management projects as needed.
  • Safety Data, Audits, Incident Investigations/Follow-Up and Record Keeping
    • Establish incident and near miss reporting systems for collection of safety performance data.
    • Conduct job site assessments that ensure compliance to project safety plan and adherence to relevant safety codes.
    • Review safety inspections and safety observations generated by field personnel and provide coaching to ensure continuous improvement.
    • Create relevant dashboard metrics to track and analyze the safety momentum and performance.
    • Facilitate incident review teams in incident and vehicle crash analyses; assist in implementation of corrective actions.
    • Assist Human Resources in ensuring injured employees’ work activities are consistent with their Return-to-Work plan.
    • Develop and maintain an accessible database of hazards and controls (Job Hazard Analyses) for typical activities performed by crews.
    • Maintain an employee training, licensure, and certification database.

Certifications/Licenses

  • Bachelor’s degree in Safety, Industrial Hygiene, or Environmental Sciences preferred.
  • 10+ years industry safety experience, 5+ years project experience.
  • Average of at least 24 hours of formal safety training each year for the past 5 years.
  • OSHA Authorized Construction Trainer.
  • CPR/FA/AED responder or trainer credential.
  • Transportaion Worker Identification Credential (TWIC).
  • US driver’s license.
  • Strong MS Office experience (Word, Excel, PowerPoint & Outlook).
  • Fluency in verbal and written English.

Skills/Experience

  • Safety leadership in the dredging and/or marine construction industry.
  • Demonstrated success in staff management, hiring, team building, and collaborative problem solving.
  • Experience with the US Army Corps of Engineers.
  • Experience with behavioral safety culture arena and experience implementing best practices in safety management systems.
  • Strong interpersonal and verbal communication skills.
  • Working knowledge of US Army Corps of Engineers Safety Manual (EM 385-1-1) and OSHA Safety regualtions and requirements (e.g. OSHA 30, OSHA 500).
  • Excellent interpersonal and communication skills.
  • Outstanding training and presentation skills.
  • Development of safety standards, policies, and rules.
  • Providing safety education and training to employees.
  • Flexible; able to work in a dynamic, fast-paced environment.

  • Regular salaried work schedule including travel.
  • 24/7/365 availability, as needed.

Work Location

  • Orange, Texas (main office).
  • Lake Charles, Louisiana (satellite office).
  • Occasional remote work and negotiated.
  • Minimum monthly travel to project sites on the Gulf Coast with planned expansion and to professional meetings throughout the US.
