Opportunity
- Muddy Water Dredging (MWD) seeks a Health, Safety, and Environmental (HSE) Director to join our professional team. Working with all levels of management and third-party safety vendors and subcontractors, the HSE Director will maintain and continue to enhance the safety program and culture that is a cornerstone of all MWD operations.
General Position Summary
- The HSE Director is a passionate safety leader and senior team member who champions a safe operations mindset in every MWD team member and business partner. This individual acts as a recognized safety expert, providing vision, direction, initiative development, and technical assistance throughout the organization.
Essential Functions / Major Responsibilities
- Demonstrate MWD’s safe operations vision and commitment to behavior-based safety systems and culture.
- Participate on the MWD Safety Leadership Team (SLT).
- Build relationships with all MWD colleagues to establish trust and open lines of communication.
- Maintain a close working relationship with senior leaders, project management, and field personnel in the implementation of best safe operations work practices.
- Manage all HSE Department team members including office-based support staff and project-based Site Safety and Health Officers.
- Serve as an ambassador of MWD safety through contact with owners, clients, subcontractors, insurers, and industry partners.
- Make corporate safety presentations or documentation associated with project proposals.
Safe Operations Policy, Best Practices and Training Implementation
- Maintain and continually improve the MWD HSE safety systems (policies, programs and practices).
- Verify HSE processes meet or exceed the United States Army Corps of Engineers, Occupational Safety and Health Administration, United States Coast Guard, Environmental Protection Agency as well as state and local requirements.
- Identify MWD safety training needs and develop, facilitate and coordinate safety training across all locations; coordinate the delivery of health and safety components of new hire orientation.
- In collaboration with managers, build project- and site-specific safe work plans into all project planning, ensuring that known hazards are identified and mitigated and training needs are met.
- Monitor the development and implementation of Activity Hazards Analyses (AHA) for project activities in the workplace.
- Provide safety support for construction management projects as needed.
- Ensure the HSE electronic database is the repository for leading and lagging indicator events.
- Continue to prepare, enhance and submit the Accident Prevention Plan prior to successful award of USACE projects.
Safety Data, Audits, Incident Investigations/Follow-Up and Recordkeeping
- Establish incident and near miss reporting systems for collection and recording of safety performance data.
- Routinely conduct job site assessments that ensure compliance with the project safety plan and adherence to relevant safety codes.
- Review safety inspections and safety observations generated by field personnel and provide coaching to ensure continuous improvement.
- Create relevant dashboard metrics to track and analyze the safety momentum and performance.
- Assist Human Resources in ensuring employees’ work activities are consistent with their Return-to-Work plan.
- Develop and maintain an accessible database of hazards and controls for typical activities performed by crews.
- Maintain an employee training, licensing, and certification database.
Certifications/Licenses
- Average of at least 24 hours of formal safety training each year for the past 5 years.
- Transportation Worker Identification Credential (TWIC).
- Strong MS Office skill set (Word, Excel, PowerPoint & Outlook).
- Fluent in verbal and written English communication skills.
Skills/Experience
- Bachelor of Science degree in Safety, Industrial Hygiene, or Environmental Sciences preferred.
- Certified Safety Professional (CSP) by the Board of Certified Safety Professionals preferred.
- 10+ years industry safety experience; 5+ years project experience.
- Safety leadership in the dredging and/or marine construction industry.
- Demonstrated success in staff management, hiring, team building, and collaborative problem-solving Health, Safety, and Environmental (HSE).
- Strong interpersonal and verbal communication skills.
- Working knowledge of US Army Corps of Engineers Safety Manual (EM 385-1-1).
- Excellent interpersonal and communication skills.
- Outstanding training and presentation skills.
- Development of safety standards, policies, and rules.
- Flexible; able to work in a dynamic, fast-paced environment.

- Regular salaried work schedule including travel.
- 24/7/365 availability, as needed.
Work Location
- Orange, Texas (main office).
- Lake Charles, Louisiana (satellite office).
- Minimum monthly travel to project sites on the Gulf Coast with planned expansion and to professional meetings throughout the US.
